Professor Julio Vargas-Neumann passing

 

It is with profound sadness that we announce the passing of Julio Vargas-Neumann.

Professor Vargas-Neumann was a distinguished engineer and Emeritus Professor at the Pontifical Catholic University of Peru, where he was the first to be appointed in the Scientific and Technological Area. An internationally respected expert in earthquake-resistant construction, he held prominent public offices, including Vice Minister at the Ministry of the Presidency and Vice Minister of Housing. Over the course of his career, he served as advisor to five Prime Ministers of Peru and was the recipient of numerous prestigious honors, among them the National Award for Culture in Science and Technology (1985–1986). He was an active member of ICOMOS Peru and of the Ibero-American Network of Earthen Architecture (PROTERRA), and was awarded the Order of Merit by the Ministry of Housing and by the Peruvian Engineers Association.

Professor Vargas-Neumann had been a member of ISCEAH since its foundation and served with distinction as its President from 2015 to 2017 and was appointed honorary member.

Beyond his many academic and professional achievements, Julio will be remembered as an exceptional colleague, a dedicated mentor, and a dear friend to many. He devoted his life to advancing research in earthen architecture, with particular focus on seismic resilience, contributing significantly to the safety and well-being of communities in Peru and around the world.

His legacy endures through his significant scientific contributions and through the many professionals and scholars he inspired and mentored.

ICOMOS-ISCEAH extends its deepest condolences to his family, colleagues, and all those who had the privilege of knowing him.
